As designated in the by-laws, The GTPDD's 28-member Board of Directors must consist of a minimum of fifty-one percent (51%) elected officials and must have at least one minority member from each county. Board members serve staggered four-year terms, and in addition to the regular annual meeting, they must meet at least one time each quarter of the year.

From each of the seven County Advisory Committees, four members are elected to serve on the GTPDD Board of Directors, the governing body of the organization. Two of the four members from each county must be elected officials representing county or municipal government; one must be of a minority race, and one must represent the community at large.

From the Board of Directors, a 10-member Executive Committee is elected. This committee consists of at least one member from each of the seven counties and the committee must have a minimum of three minority representatives. Any business meetings of the Board can be conducted by the Executive Committee. This Executive Committee has the full authority of the Board of Directors at such times.
